February 9, 2015 At a Called Meeting of the City Council on Monday, February 9, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 15 - 60 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 9, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 61 - The following items were discussed in Public Work Session: 1. General Assembly Update – Sherri Neil, Manager of Intergovernmental Affairs 2. Briefing by the City Auditor – Jessie Thomas, City Auditor 3. Food Truck Update – Robert Baldwin, Director of Planning and Fred Brusso, Director of the Department of Neighborhood Advancement  Council asked Management to present the project to the Civic Leagues for input. 4. Enterprise Zone Update – Chuck Rigney, Director of Economic Development and Mallory Kahler, Local Empowerment Zone Administrator  Councilman Whitaker voiced opposition to the item and requested to change his vote made at the previous meeting.  City Attorney George Wilson explained the process to change vote at the next meeting. 5. Budget Discussion and Preparation – David Rose, Financial Advisor from Davenport 15 - 62 - Motion by Mr. Cherry, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Consultation with legal counsel pertaining to matters of actual or probable litigation, as permitted under Subsection A.7; and Discussion of a potential candidate for employment as Director of Information Technology, as permitted under Subsection A.1; The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright Nays: None Motion by Dr. Edmonds, and seconded by Ms. Psimas, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council.
