<br />February 9, 2015 <br /> <br />At a Called Meeting of the City Council on Monday, February 9, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, Paige D. Cherry, *Dr. Curtis <br />E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City Manager John L. Rowe, <br />Jr., City Attorney George M. Willson. <br /> <br />15 - 60 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 9, 2015 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />15 - 61 - The following items were discussed in Public Work Session: <br /> <br />1. General Assembly Update – Sherri Neil, Manager of Intergovernmental Affairs <br /> <br />2. Briefing by the City Auditor – Jessie Thomas, City Auditor <br /> <br />3. Food Truck Update – Robert Baldwin, Director of Planning and Fred Brusso, <br />Director of the Department of Neighborhood Advancement <br /> <br /> Council asked Management to present the project to the Civic Leagues for <br />input. <br /> <br />4. Enterprise Zone Update – Chuck Rigney, Director of Economic Development and <br />Mallory Kahler, Local Empowerment Zone Administrator <br /> <br /> Councilman Whitaker voiced opposition to the item and requested to <br />change his vote made at the previous meeting. <br /> <br /> City Attorney George Wilson explained the process to change vote at the <br />next meeting. <br /> <br />5. Budget Discussion and Preparation – David Rose, Financial Advisor from <br />Davenport <br /> <br />15 - 62 - Motion by Mr. Cherry, and seconded by Ms. Psimas, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: <br /> <br />Consultation with legal counsel pertaining to matters of actual or probable <br />litigation, as permitted under Subsection A.7; and <br /> <br />Discussion of a potential candidate for employment as Director of Information <br />Technology, as permitted under Subsection A.1; <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />Motion by Dr. Edmonds, and seconded by Ms. Psimas, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened <br /> <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> <br /> <br /> <br />
