Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Distribute electronic copies and/or printed copies of the Emergency Operations <br />Plan to all appropriate individuals. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING THE 2015 EDITION OF THE EMERGENCY <br />OPERATIONS PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS <br /> , the Federal Emergency Services and Disaster Law of 2000 requires <br />that the Commonwealth of Virginia, and each county and city thereof, develop and <br />maintain a current Emergency Operations Plan; and <br /> <br />WHEREAS, <br /> the purpose of an Emergency Operations Plan is to outline a <br />locality’s appropriate response to any emergency of a size and/or complexity beyond <br />routine response systems; and <br /> <br />WHEREAS, <br /> Federal Emergency Management Agency (FEMA) regulations <br />require local government approval of its Emergency Operations Plan; and <br /> <br />WHEREAS, <br /> the revised 2015 edition of the Emergency Operations Plan that has <br />been prepared by the Portsmouth Department of Fire, Rescue and Emergency Services <br />is compliant with the guidelines established by FEMA and the Commonwealth of <br />Virginia. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that it hereby approves the 2015 edition of the Emergency Operations Plan.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 51 - Adoption of a resolution approving amendment of the Service Agreement <br />of the Hampton Roads Regional Jail Authority to restructure the Agreement’s <br />reserves policy. <br />Vision Principle: A Robust Economy for Working Men and <br /> <br />Women. <br /> <br />Background: <br /> <br /> HRRJ Authority has made up of five member cities – Portsmouth, Norfolk, <br />Newport News, Hampton and Chesapeake. Each city authorizes the funding and <br />operation of the regional jail by means of the Service Agreement. To make any change <br />to the Service Agreement, each member city must approve the amendment. <br /> <br /> The HRRJ Authority, on the recommendation of its Finance Committee and its <br />Financial Advisor, requests an amendment to the Service Agreement pertaining to a <br />proposed revision of the Reserve Fund Policy. <br /> <br /> There are four separate reserve funds, three of which have individual <br />requirements for a minimum balance and/or replenishment schedule that is prescribed <br />in the Service Agreement. These three are: the Operating Reserve Fund, the Repair & <br />Replacement Fund, and the General Reserve Fund.
