<br />NOW, THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of
<br />Portsmouth, Virginia that it hereby approves, and authorizes and directs the city
<br />manager to execute and city clerk to attest, on behalf of the City of Portsmouth, Virginia
<br />that certain Amendment to the Service Agreement among the Hampton Roads Regional
<br />Jail Authority and the Cities of Chesapeake, Hampton, Newport News, Norfolk and
<br />
<br />Portsmouth, a copy of which amendment is attached hereto and made a part hereof.”

<br />15 - 52 - Adoption of a motion to permit the adoption of a retired Portsmouth
<br />Police Department Mounted Patrol Unit horse.
<br />Vision Principles: Quality of Life
<br />and Neighborhoods and a Sense of Community.

<br />Background:
<br />
<br /> The Mounted Patrol Unit provides security and valuable public relations work to
<br />various events and functions within the city.
<br />
<br /> The Unit provides high visibility patrols in the Olde Town, High Street Corridor,
<br />Truxton, Cavalier Manor and Prentis Park areas of the city.
<br />
<br />Discussion:
<br />
<br /> The PPD is retiring one of the horses assigned to the Mounted Patrol Unit, a 15.2
<br />chestnut QH, named “Bo”.
<br />
<br /> “Bo” is medically unfit for continued use by the Mounted Patrol Unit.
<br />
<br /> Mary Shields, a Portsmouth Police Department officer assigned to the Mounted
<br />Patrol Unit and a resident of Portsmouth, has agreed/requested to adopt the horse.
<br />
<br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare
<br />Laws 1992, and Code of Virginia §3.2-6570.
<br />
<br />Financial Impact
<br />
<br /> There are no costs to the City for this adoption.
<br />
<br /> The City will relinquish all responsibilities for the feeding, care, upkeep, overall
<br />well being and any liability related to this horse.

<br />Recommended Action:
<br />

<br /> Acceptance of the motion. Vision Principles: Quality of Life and Neighborhood
<br />and a sense of Community.
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following
<br />motion to permit the adoption of a retired Portsmouth Police Department Mounted Patrol
<br />Unit horse, and was adopted by the following vote:

<br />the above nominations were adopted by the following vote:
