January 27, 2015 At a Called Meeting of the City Council on Tuesday, January 27, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, *Dr. Mark M. Whitaker, City Manager John L. Rowe, Jr., Deputy City Attorney Cheran Cordell. 15 - 42 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 27, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 43 - The following items were discussed in Public Work Session: 1. General Assembly Update - Sherri Neil, Manager of Intergovernmental Affairs 2. Weed Ordinance Update (Nuisance Abatement) - Fred Brusso, Director, Department of Neighborhood Advancement 3. Enterprise Zone #1 - Mallory Kahler, Local Empowerment Zone Administrator 4. Budget Discussion - John Rowe, City Manager 5. City Council Liaison Reports - - Vice Mayor Psimas -  Military Affairs Committee update Coast Guard City Designation o Memorial Day Parade o Military Citizen of the Year Banquet to be held in Portsmouth o  Economic Development Authority (EDA) update  Portsmouth Port and Industrial Commission (PPIC) update  Personnel Committee appointee evaluations in June  Reappointment to Downtown Design Committee - Councilman Whitaker -  Minority Women Business Enterprise and legal review - Mayor Wright -  United State Conference of Mayors update Diversity. o Workforce Development o Countries decaying infrastructure o 15 - 44 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711(A)(29) for the following purpose: Discussion of the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body.
