January 26, 2015 At a Called Meeting of the City Council on Monday, January 26, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 15 - 36 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, January 26, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 37 - The following items were discussed in Public Work Session: 1. Pending Weather Conditions Update – Chief Beck Barfield, Portsmouth Fire Rescue & Emergency Services 2. Road Maintenance Update – Youssef Khalil, Director of Public Works 3. Trash Truck Incident Update – Dennis Bagley, Director of General Services 4. Budget Discussion and Preparation – Carol Swindell, Chief Financial Officer  Fiscal Year 2014 – 2015 Mid-Year Budget Adjustments  Quarterly Financial Update 2. Special Election Discussion  Councilman Cherry asked about canceling the February 10, 2015 Council Meeting due to Special Election. City Council agreed to not meet for Public Work Session but will still meet for the Council Meeting at 7p.m. 15 - 38 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Consultation with legal counsel and briefing by staff pertaining to probable litigation, where such consultation or briefing would adversely affect the City’s negotiating or litigating posture, as permitted under Subsection A.7; and The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None On motion, meeting adjourned at 8:04 p.m.
