January 13, 2015 At a Called Meeting of the City Council on Tuesday, January 13, 2015, there were present: *Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, Dr. Mark M. Whitaker, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 15 - 18 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 13, 2015 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 15 - 19 - The following items were discussed in Public Work Session: 1. General Assembly Update - Sherri Neil, Manager of Intergovernmental Affairs 2. Hampton Roads Transportation Accountability Commission (HRTAC) Briefing - Bob Baldwin, Planning Director 3. Briefing on Weed Ordinance - Fred Brusso, Director, Department of Neighborhood Advancement 4. Toll Impact Analysis Update - Brannon Godfrey, Deputy City Manager 5. City Council Liaison Reports - - Councilman Cherry -  Conversation with new Planning Commissioners regarding items coming from Council. - Councilman Meeks -  Asked that Councilman Cherry remain on the Personnel Committee. - Vice Mayor Psimas -  Discussion to eliminate Monday Public Work Sessions. 15 - 20 - Motion by Mr. Moody, and seconded by Mr. Meeks, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: Consultation with legal counsel and briefing by staff pertaining to matters of actual or probable litigation and actual litigation (Watson v City), as permitted under Subsection A.7. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Whitaker, Psimas Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council.
