November 10, 2014 At a Called Meeting of the City Council on Monday, November 10, 2014, there were present: *Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 425 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, November 10, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 426 -The following items were discussed in Public Work Session: 1. Introduction of New Economic Development Director Charles Rigney-John Rowe, City Manager 2. Fiscal Year 2013-2014 Preliminary Year End Result -Carol Swindell, Chief Financial Officer • Vice Mayor Cherry reminded management to be mindful of the Disabled Veterans and the Constitutional Officers during the budget preparation. 3. Briefing on Proposed Zoning Code Amendment -Robert Baldwin, Director of Planning 4. OPEB Briefing -Rose McKinney, Assistant Human Resource Director 5. Briefing on the 2015 Draft State and Federal Legislative Package -Sherri Neil, Manager of Intergovernmental Affairs 14 - 427 -Motion by Ms. Psimas, and seconded by Mr. Moody, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Consultation with legal counsel and briefing by staff concerning a matter of actual litigation, as permitted under Subsection A.7; and Discussion concerning candidates for appointment to City boards and commissions, as permitted under Subsection A.1.Discussion concerning the performance of a City Council appointee, as permitted under Subsection A.1; The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry Nays: None Motion by Mr. Edmonds, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council.
