<br />At a Called Meeting of the City Council on Tuesday, October 28, 2014, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />14 - 404 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 28, 2014 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />14 - 405 -The following items were discussed in Public Work Session:
<br />1. Community Health Assessment and Community Health Improvement Plan -
<br />Dr. David Chang, Health Director
<br />2. Quarterly Financial Report -Carol Swindell, Chief Financial Officer
<br />3. City Council Liaison Reports -
<br />- Mayor Wright -
<br />• Update on the President's My Brother's Keeper Initiative.
<br />14 - 406 -Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the
<br />following purpose:
<br />- Consultation with legal counsel and briefing by staff concerning three matters of
<br />actual litigation, where such discussions in open meeting would adversely affect
<br />the City's negotiating or litigating position, as permitted under Subsection A.7;
<br />and
<br />- Consultation of candidates for appointment to City boards and commissions, as
<br />permitted under Subsection A.1.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />Motion by Ms. Psimas, and seconded by Ms. Randall, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />On motion, meeting adjourned.
