September 23, 2014 <br />At a Called Meeting of the City Council on Tuesday, September 23, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, *Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />14 - 364 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 23, 2014 for <br />the purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />14 - 365 -The following items were discussed in Public Work Session: <br />1. Floodplain Management Committee Briefing -Fred Brusso, Director of Neighborhood <br />Advancement <br />2. 1801 Portsmouth Boulevard Property Update -John Rowe, City Manager <br />3. City Council Liaison Reports - <br />- John Rowe, City Manager - <br />• Gave a report on Portsmouth Port and Industrial Commission meeting. <br />- Mayor Wright - <br />• Reported on Vice President Biden coming to Norfolk on September 24, 2014. <br />14 - 366 -Motion by Mr. Edmonds, and seconded by Mr. Cherry, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: <br />Discussion concerning the disposition of publicly held real property in Suffolk, <br />where discussion in an open meeting would adversely affect the City's bargaining <br />position, as permitted under Subsection A.3; and <br />Consultation with legal counsel and briefings by staff pertaining to two matters <br />of actual or probable litigation involving the Fair Labor Standards Act and an <br />environmental issue, where such consultation in open meeting would adversely affect <br />the City's negotiating posture, as permitted under Subsection A.7. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Randall, Wright <br />Nays: None <br />Motion by Ms. Randall, and seconded by Ms. Psimas, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />
