September 23, 2014 At a Called Meeting of the City Council on Tuesday, September 23, 2014, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, *Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 364 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 23, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 365 -The following items were discussed in Public Work Session: 1. Floodplain Management Committee Briefing -Fred Brusso, Director of Neighborhood Advancement 2. 1801 Portsmouth Boulevard Property Update -John Rowe, City Manager 3. City Council Liaison Reports - - John Rowe, City Manager - • Gave a report on Portsmouth Port and Industrial Commission meeting. - Mayor Wright - • Reported on Vice President Biden coming to Norfolk on September 24, 2014. 14 - 366 -Motion by Mr. Edmonds, and seconded by Mr. Cherry, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: Discussion concerning the disposition of publicly held real property in Suffolk, where discussion in an open meeting would adversely affect the City's bargaining position, as permitted under Subsection A.3; and Consultation with legal counsel and briefings by staff pertaining to two matters of actual or probable litigation involving the Fair Labor Standards Act and an environmental issue, where such consultation in open meeting would adversely affect the City's negotiating posture, as permitted under Subsection A.7. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Randall, Wright Nays: None Motion by Ms. Randall, and seconded by Ms. Psimas, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None
