September 22, 2014 At a Called Meeting of the City Council on Monday, September 22, 2014, there were present: *Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene W. Randall, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 358 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, September 22, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 359 -The following items were discussed in Public Work Session: 1. HRSD New Consent Order Briefing -Bryan Foster, Director of Public Utilities 2. SPSA/ Wheelabrator Status -Councilman Danny Meeks, John Rowe, City Manager and George Wilson, City Attorney 3. Mosquito Spraying Status - Youssef Khalil, Director of Public Works 14 - 360 -Motion by Mr. Moody, and seconded by Mr. Meeks, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Discussion concerning the performance of a City Council appointee, as permitted under Subsection A.1; The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None Motion by Mr. Edmonds, and seconded by Ms. Randall, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Randall, Wright Nays: None
