<br />At a Called Meeting of the City Council on Monday, August 25, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />14 - 306 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, August 25, 2014 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />14 - 307 -The following items were discussed in Public Work Session:
<br />1. Concerns of Constitutional Officers -Cynthia Morrison, Clerk of the Circuit Court,
<br />Frankie Edmondson, Commissioner of the Revenue, William Watson, Sheriff, Earl
<br />Mobley, Commonwealth's Attorney and Jimmy Williams, City Treasurer
<br />2. Briefing on PER Property/Proposed Zoning Ordinance Amendment -Robert
<br />Baldwin, Planning Director and John Rowe, City Manager
<br />14 - 308 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 for the following purposes:
<br />Discussion concerning the acquisition of real property for a public purpose and
<br />the disposition of publicly held property in the Downtown and Burtons Point areas of
<br />the City, where discussion in a open meeting would adversely affect the City's
<br />bargaining position, as permitted under Subsection A.3;
<br />Consultation with legal counsel and briefings by staff concerning legal matters
<br />involving the South Norfolk Jordan Bridge and a Contract with the Southeastern Public
<br />Service Authority, as permitted under Subsection A.7;
<br />Consultation with legal counsel and briefing by staff pertaining to a matter of
<br />actual litigation (Transportation District Commission v. City of Portsmouth), as
<br />permitted under Subsection A.7;
<br />Consideration of candidates for appointment to City boards and commissions,
<br />as permitted under Subsection A.1.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion by which
<br />the Closed Meeting was convened
<br />were heard, discussed or considered in the closed meeting just concluded by the City
<br />Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright
