August 12, 2014 <br />14 - 294 -Adoption of an ordinance appropriating $174,600 in the FY 2015 Grant <br />Fund, Assistance to Firefighters Grant, from the Department of Homeland <br />Security. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• Since 2001, AFG has assisted firefighters and other first responders to obtain <br />critically needed equipment, protective gear, emergency vehicles, training and other <br />resources necessary to protect the public and emergency personnel from fire and <br />related items. <br />• The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the <br />firefighters and emergency response needs of the fire departments and nonaffiliated <br />emergency medical service organizations. <br />Discussion: <br />• This grant will allow for the purchase of power hydraulic stretchers and thermal <br />imagers in support of the Portsmouth Fire, Rescue and Emergency Services (PFRES), <br />emergency medical and fire suppression activities. <br />• This funding source also allows for training equipment to be purchased for <br />PFRES personnel. <br />Financial impact: <br />• These grant funds require 10% cash match. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Purchase EMS equipment, supplies and arrangement for PFRES personnel <br />training. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING AN ASSISTANCE TO FIREFIGHTERS GRANT IN THE <br />AMOUNT OF $174,600 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY <br />AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE <br />BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES TO <br />PURCHASE EQUIPMENT TO SUPPORT EMERGENCY MEDICAL AND FIRE <br />SUPPRESSION ACTIVITIES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 295 -Adoption of an ordinance accepting a Four For Life grant in the amount <br />of $73,208 from the Virginia Office of Emergency Medical Services and <br />appropriating said funds in the FY 2014-15 Grants Fund for use by the <br />Department of Fire, Rescue and Emergency Services for emergency medical <br />services. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Four for Life program, as amended in 2000, stipulates that four additional <br />dollars be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br />• The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used only for emergency medical services. <br />Discussion: <br />• This grant allows for the purchase of necessary equipment and supplies in <br />support of the Portsmouth Fire, Rescue and Emergency Services (PFRES) medical <br />service delivery. <br />• This funding source also allows for the training of PFRES personnel. <br />
