August 12, 2014 14 - 294 -Adoption of an ordinance appropriating $174,600 in the FY 2015 Grant Fund, Assistance to Firefighters Grant, from the Department of Homeland Security. Vision Principle: Neighborhoods and a Sense of Community. Background: • Since 2001, AFG has assisted firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary to protect the public and emergency personnel from fire and related items. • The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighters and emergency response needs of the fire departments and nonaffiliated emergency medical service organizations. Discussion: • This grant will allow for the purchase of power hydraulic stretchers and thermal imagers in support of the Portsmouth Fire, Rescue and Emergency Services (PFRES), emergency medical and fire suppression activities. • This funding source also allows for training equipment to be purchased for PFRES personnel. Financial impact: • These grant funds require 10% cash match. Recommended Action: • Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of Community. Next Steps Following Council Action: • Purchase EMS equipment, supplies and arrangement for PFRES personnel training. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING AN ASSISTANCE TO FIREFIGHTERS GRANT IN THE AMOUNT OF $174,600 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES TO PURCHASE EQUIPMENT TO SUPPORT EMERGENCY MEDICAL AND FIRE SUPPRESSION ACTIVITIES." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 295 -Adoption of an ordinance accepting a Four For Life grant in the amount of $73,208 from the Virginia Office of Emergency Medical Services and appropriating said funds in the FY 2014-15 Grants Fund for use by the Department of Fire, Rescue and Emergency Services for emergency medical services. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Four for Life program, as amended in 2000, stipulates that four additional dollars be charged and collected at the time of registration of each passenger vehicle, pickup and panel truck. • The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be used only for emergency medical services. Discussion: • This grant allows for the purchase of necessary equipment and supplies in support of the Portsmouth Fire, Rescue and Emergency Services (PFRES) medical service delivery. • This funding source also allows for the training of PFRES personnel.
