July 21, 2014 At a Called Meeting of the City Council on Monday, July 21, 2014, there were present: Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Danny W. Meeks, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 277 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6:00 p.m., Monday, July 21, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 278 -The following items were discussed in Public Work Session: 1. DWI Court Presentation -Judge Roxie Holder, Portsmouth General District Court 2. Regional Jail Briefing -Brannon Godfrey, Deputy City Manager 3. Fishing Pier at City Park -John Rowe, City Manager • Consensus of Council to move forward with possibility of a pier 4. Auditor's Risk Assessment -Jesse Andre Thomas, City Auditor 14 - 279 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Discussion concerning the possible acquisition of real property for a public purpose on High Street and on London Boulevard and the possible disposition of publicly-held real property in Port Centre and in the Downtown area of the City, where discussion in an open meeting would adversely affect the negotiating strategy of the Authority, as permitted under Subsection A.3; and Consultation with legal counsel and briefing by staff pertaining to a specific legal matter requiring the provision of advice by legal counsel, as permitted under Subsection A.7; and Discussion concerning the performance of a Council appointee, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry Nays: None Motion by Mr. Moody, and seconded by Mr. Meeks, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry Nays: None
