<br />At a Called Meeting of the City Council on Tuesday, June 24, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />14 - 242 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 24, 2014 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />14 - 243 -The following items were discussed in Public Work Session:
<br />1. 2013-2014 Budget Adjustment Briefing -Carol Swindell, Chief Financial Officer
<br />2. Public Utilities Return on Equity (ROE) -John Rowe, City Manager
<br />3. Downtown Utility Rehabilitation Project/Change Order Briefing -Bryan Foster,
<br />Director of Public Utilities
<br />14 - 244 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the
<br />following purpose:
<br />- Discussion concerning the acquisition of real property for a public purpose in the
<br />London Boulevard corridor, where discussion in an open meeting would
<br />adversely affect the negotiating strategy of the City, as permitted under
<br />Subsection A.5;and
<br />- Consultation with legal counsel concerning legal issues surrounding prayer at
<br />council meetings, as permitted under Subsection A.7.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />On motion, meeting adjourned.
