May 27, 2014 <br />entitlement grant of $366,296, prior years' reprogrammed funds of $255,373.83, and <br />program income of $63,036.42 that was previously appropriated by City Council. <br />Capital Improvement Fund <br />• The City Manager presented the proposed Capital Improvement Program (CIP) <br />for FY2015 -FY2019 and the funding for year one appropriating the necessary funds in <br />the Capital Improvement Fund, the Parking Capital Improvement Fund and the Public <br />Utilities Capital Improvement Fund. <br />Portsmouth Public Schools <br />• On March 31, 2014, the City Manager presented the Proposed FY 2014-15 <br />Operating Budget to City Council, including recommended City funding for School <br />operations. The budget was discussed in Council Work Sessions during April and May, <br />and public hearings on the proposed budget were held on April 22, and May 13. <br />Council has indicated that they want to appropriate the School budget by category, on a <br />quarterly basis. The attached Ordinance will need to be adopted in order to appropriate <br />both the Total School Budget and the City's local funding for education, which is paid <br />from the General Fund. <br />Discussion: <br />City Operating Budget <br />• The Ordinances and Resolutions necessary to adopt the Fiscal Year 2014 - <br />2015 Operating Budget are attached to this report for City Council action as follows: <br />a. An ordinance to amend and re-enact Ordinance No. 2013-30 to impose and <br />levy taxes for the fiscal year beginning July 1, 2014 and ending June 30, 2015, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately- <br />owned camping trailers and motor homes, and machinery and tools within the <br />City of Portsmouth, Virginia, for the purpose of raising revenue for the support of <br />governmental operations and the public free schools and to pay principal and <br />interest on the public debt. <br />b. An ordinance to amend Section 35-22 of the Code of the City of <br />Portsmouth, Virginia (2006) to increase the City tax on cigarettes to 90 mills for <br />each cigarette. <br />c. An ordinance amending Appendix A of the Code of the City of Portsmouth, <br />Virginia (2006) to increase motor vehicle licensing fees authorized by Chapter 22 <br />of said Code. <br />d. A resolution electing the alternate rate of 9.67% as the City of Portsmouth's <br />Virginia Retirement System contribution rate for the biennial budget effective July <br />1, 2014. <br />e. Adoption of an ordinance adopting the FY2015 Classification and Pay Plan <br />for the Employees of the City of Portsmouth, Virginia that includes: (a) 3% <br />general wage increase for full-time general employees and non-seasonal, non- <br />temporary part-time general employees; (b) one-step increase in accordance with <br />the Sworn Personnel Salary Schedule in Section 10(B) for sworn Fire and Police <br />employees effective on their continuous service date following July 1, 2014; and <br />(c) 1.5% adjustment of retirement allowances as prescribed in Sections 30-122 <br />and 30-243 of the Code of the City of Portsmouth, Virginia. For the Constitutional <br />Officers and their employees, the City Manager will make a recommendation to <br />City Council regarding salary increases after the General Assembly adopts the <br />State Budget. <br />f. A resolution approving the Community Planning and Development 5-year <br />Consolidated Plan FFY2014 to FFY2018 (City FY2015 to FY2019) and the 2015 <br />Annual Action Plan of the City of Portsmouth, Virginia, and authorizing the City <br />Manager to file documents required to obtain the City's Community Planning and <br />Development Grant entitlements. <br />
