Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item but asked <br />that Council add a provision in the Legislative Package requesting the School Board <br />have the ability to generate its own revenue. <br />2. Raymond Willis, Jr., 327 Bob White Parkway, spoke in support of this item. <br />"ORDINANCE TO APPROPRIATE THE ADDITIONAL SUM OF $6.4 MILLION IN THE <br />FY 2014-15 EDUCATION FUND." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: Psimas <br />- City Manager's Report - <br />14 - 198 -Adoption of an ordinance to appropriate $25,200 in the FY14 Grants <br />Fund from National Recreation and Park Association for an Out-of-School Time <br />Programs Grant. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The City of Portsmouth has received a grant through from National Recreation <br />and Park Association (NRPA) for an Out-of-School Time Program for the first time to be <br />administered by the Department of Parks, Recreation & Leisure Services. <br />• The grant will be used to increase the number of healthy meals children in low- <br />income communities receive through the Summer Food Service Program (SFSP) and <br />the Child and Adult Care Food Program (CACFP) during out-of-school times. <br />• The program will provide evidence-based, age-appropriate nutrition literacy to <br />children that create behavior change by teaching the importance of healthy eating and <br />implement nutrition and physical standards that increase access to healthier foods and <br />increase opportunities for physical activity in at least 10out-of-school time sites. <br />• The Department of Parks, Recreation & Leisure Services will receive $24, 000 in <br />grant funds to administer the program, $1, 200 in travel stipend for mandatory training <br />and $10, 000 in-kind nutrition literacy materials. <br />Discussion: <br />• The Out-of-School Time Program grant will be implemented in at least 10 <br />Recreation sites throughout the City of Portsmouth. <br />• It is estimated that the program will serve approximately 800 school aged youth <br />3-18 years. <br />Financial Impact: <br />• There is no City cash match required. <br />Staff Recommends: <br />• Adoption of the ordinance.
