<br />At a Regular Meeting of the City Council on Tuesday, April 22, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr. ,Danny W. Meeks, City
<br />Manager John L. Rowe, City Attorney George M. Willson.
<br />Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of
<br />a Called Meeting of April 7, 2014, of a Called Meeting of April 8, 2014, and of a Regular
<br />Meeting of April 8, 2014, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />14 - 156 -Presentations:
<br />• Presentation to the Portsmouth City Council by the Buffalo Riders of Hampton
<br />Roads.
<br />• Special Presentation by the Portsmouth Mayor's Military Affairs Committee.
<br />- Public Hearing -
<br />14-157 Public hearing to receive comments on and consider an ordinance to
<br />amend Chapter 31.1 of the Portsmouth City Code to comply with changes
<br />in the Virginia Stormwater regulations.
<br />There were no speakers.
<br />14-158 Public hearing to solicit citizen comments on the 5 -year Consolidated
<br />Plan and the Annual Action Plan.
<br />There were no speakers.
<br />14-159 (a) Public hearing to consider the Annual Operating Budget for
<br />FY2014-2015.
<br />1. Linda Ridenour, 313 Tareyton Lane, asked that City Council fully fund the School
<br />Board's budget request.
<br />2. Coralee Fagan, 26 King Street, voiced her concern with the lack of bus services in
<br />the City.
<br />3. Richard Neefe, 1608 McDaniels Street, asked that City Council fully fund the School
<br />Board's budget request.
<br />4. Terria Newby, 124 Pellet Drive, Ivor, VA, asked that City Council fully fund the School
<br />Board's budget request.
<br />5. Lisbet Dula, 6300 E. Virginia Beach Boulevard, VA, thanked City Council for the
<br />continued funding given to the Endependence Center.
<br />6. Evelyn Whitley, 1412 Carson Crescent West, asked that City Council fully fund the
<br />School Board's budget request.
<br />7. Karen Streeter, 2003 Sawgrass Lane, asked that City Council fully fund the School
<br />Board's budget request.
