April 22, 2014 <br />Background: <br />• The Department of Housing and Urban Development awards a Shelter Plus Care <br />grant to the City of Portsmouth, a member of the Portsmouth Continuum of Care. <br />Behavioral Healthcare Services, as the lead agency, provides behavioral health and <br />supportive services to chronically homeless individuals and families who happen to <br />have mental illness, chronic substance abuse, intellectual and developmental <br />disabilities, and/or HIV/AIDS in need of supportive housing. <br />Discussion: <br />• The services offered by the Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) are directed to those citizens who are in need. The recipients of the <br />said services are: <br />o Individuals with mental illnesses <br />o Individuals with chronic substance abuse <br />o Individuals with intellectual disabilities <br />o Individuals with developmental disabilities <br />• The PDBHS provides a variety of services consistent with the grant's goal of <br />supportive housing for chronically homeless individuals and families with mental illness, <br />chronic substance abuse and/or HIV/AIDS <br />o Case Management <br />o Medication Management <br />o Mental Health Skill Building Services <br />o Substance Abuse Services <br />o Monitoring and administering the Shelter Plus Grant in conjunction with the city <br />Financial Impact: <br />• This grant requires local in kind match in the amount of $114.609. The in kind <br />match is provided through a variety of services found at the City of Portsmouth, <br />Departments of Behavioral Healthcare Services, Social Services and Parks and <br />Recreational Services and through private behavioral and medical service providers. <br />• The appropriation of this grant will not increase the Behavioral Healthcare <br />Services Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Implementation and/or continue the services that effectively support the Shelter <br />Plus Care housing grant <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING SHELTER PLUS GRANT FUNDS IN THE AMOUNT OF <br />$458,436 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2013-14 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO PROVIDE RENTAL ASSISTANCE TO CHRONICALLY HOMELESS <br />PORTSMOUTH RESIDENTS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 165 -Adoption of an ordinance accepting a supplemental budget allocation in <br />the amount of $24,850 from the Virginia Department of Social Services and <br />appropriating said funds in FY 2013-14 Social Services Fund for use by the <br />Department of Social Services to provide one-time funding for additional staff <br />hours to process a backlog of Medicaid applications.
