April 8, 2014 <br />At a Called Meeting of the City Council on Tuesday, April 8, 2014, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene <br />W. Randall, Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />14 - 139 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 8, 2014 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />14 - 140 -The following items were discussed in Public Work Session: <br />1. Martin Luther King (MLK) Project Reminder -James Wright, City Engineer <br />2. Budget Discussion -John Rowe, City Manager <br />• Anti-idling vehicles -Dennis Bagley, Director of General Services <br />3. Capital Improvement Plan (CIP) -John Rowe, City Manager <br />• Public Utilities Fund -Bryan Foster, Director of Public Utilities <br />• Storm Water -James Wright, City Engineer <br />• Schools CIP -Carol Swindell, Chief Financial Officer (CFO) / Nita Mensia- <br />Joseph, Deputy City Manager <br />• General Fund - <br />- Municipal Facility Projects -Dennis Bagley, Director of General Services / <br />James Wright, City Engineer /Chief Hargis, Police Chief <br />• Fleet Management -Dennis Bagley, Director of General Services <br />• Parking Authority, Drainage and Street Improvement -James Wright, City <br />Engineer <br />4. Audit Review of Schools -John Rowe, City Manager /Carol Swindell, CFO <br />14 - 141 -Motion by Ms. Randall, and seconded by Ms. Psimas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purposes: <br />- Discussion concerning the disposition of publicly-held real property in the <br />Downtown and Cradock areas of the City, where discussion in an open meeting <br />would adversely affect the bargaining position of the City, as permitted under <br />Subsection A.3. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
