April 7, 2014 At a Called Meeting of the City Council on Monday, April 7, 2014, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 133 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6:00 p.m., Monday, April 7, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 134 -The following item was discussed in Public Work Session: 1. Budget Discussions -John Rowe, City Manager and Carol Swindell, Chief Financial Officer 14 - 135 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: Discussion concerning the disciplining of a City employee, as permitted under Subsection A.1; Discussion concerning the acquisition of real property for a public purpose, where discussion in an open meeting would adversely affect the bargaining position of the City, as permitted under Subsection A.3; and Consultation with legal counsel and briefing by staff pertaining to a matter of probable litigation concerning a zoning matter, as permitted under Subsection A.7. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None Motion by Mr. Edmonds, and seconded by Ms. Psimas, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None On motion, meeting adjourned at 7:45 p.m.
