April 7, 2014 <br />At a Called Meeting of the City Council on Monday, April 7, 2014, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />14 - 133 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, April 7, 2014 for the purpose of a <br />Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />14 - 134 -The following item was discussed in Public Work Session: <br />1. Budget Discussions -John Rowe, City Manager and Carol Swindell, Chief <br />Financial Officer <br />14 - 135 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 for the following purposes: <br />Discussion concerning the disciplining of a City employee, as permitted under <br />Subsection A.1; <br />Discussion concerning the acquisition of real property for a public purpose, <br />where discussion in an open meeting would adversely affect the bargaining position of <br />the City, as permitted under Subsection A.3; and <br />Consultation with legal counsel and briefing by staff pertaining to a matter of <br />probable litigation concerning a zoning matter, as permitted under Subsection A.7. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members' <br />knowledge: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />On motion, meeting adjourned at 7:45 p.m. <br />
