March 25, 2014 <br />At a Regular Meeting of the City Council on Tuesday, March 25, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks., City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of March 10, 2014, of a Called Meeting of March 11, 2014, and of a <br />Regular Meeting of March 11, 2014, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 117 -Presentations: <br />• Presentation of an invitation to the Wells Theatre by Kelly McCants, Representative <br />from the Virginia Stage Company. <br />• Presentation of proclamation to the I.C. Norcom High School 2014 State <br />Championship Boys Basketball Team. <br />- Unfinished Business - <br />14 - 95 -Rezoning: <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following <br />ordinance approved on first reading at the March 11, 2014 meeting, and was adopted <br />by the following vote: <br />14-95: <br />"ZONING AMENDMENT ORDINANCE Z-14-01." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 118 -Adoption of an ordinance to amend Chapters 5 and 6 of the Code of the <br />City of Portsmouth, Virginia (2006) pertaining to the riding of bicycles on the <br />Seawall and adjacent areas along the Elizabeth River and on sidewalks in the <br />City. Vision Principles: Quality of Life and Change and New Directions. <br />Background: <br />• City Code Sec. 5-66 addresses where and how bicycles can be operated within <br />the City. <br />• Item A. of this Section prohibits bicycles to ridden in a "district zoned <br />commercial". <br />• Item D. of this Section does not permit bicycles to be ridden on the Seawall that <br />extends approximately one mile along the Elizabeth River from Crawford Bay south to <br />the Pavilion. <br />• In addition, City Code Sec. 6-5, Item B. prohibits the use of bicycles in areas <br />along and near the Seawall, as described in Sec. 5-66. <br />• Item A. of Sec. 6-5 references Riverfront Park, an outdated term for High Street <br />Landing. <br />• Both of these sections of the Code were adopted in 1973 and most recently <br />revised in 1995. <br />
