March 25, 2014 <br />At a Called Meeting of the City Council on Tuesday, March 25, 2014, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene <br />W. Randall, Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />14 - 114 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 25, 2014 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />14 - 115 -The following items were discussed in Public Work Session: <br />1. Air Quality Churchland High School - Dr. David Stuckwisch, Schools Superintendent <br />/ Mr. Steele, Assistant Superintendent of Operations <br />2. MLK Project Status -James Wright, City Engineer <br />3. Victory Village Update -Patrick Small, Economic Development Director /Mallory <br />Kahler, Local Enterprise Zone Administrator <br />4. Beautification -Donna Corbus, Recycling Coordinator <br />14 - 116 -Motion by Mr. Moody, and seconded by Mr. Meeks, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following <br />purposes: <br />- Discussion concerning the disposition of publicly held real property in the Victory <br />Village area of the City, where discussion in an open meeting would adversely <br />affect the bargaining position of the City, as permitted under Subsection A.3. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />On motion, meeting adjourned. <br />
