March 24, 2014 <br />At a Called Meeting of the City Council on Monday, March 24, 2014, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, *Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />14 - 108 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, March 24, 2014 for the purpose of a <br />Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />14 - 109 -The following items were discussed in Public Work Session: <br />1. Budget Adjustments -Carol Swindell, Chief Financial Officer <br />2. Weed and Debris Ordinance Amendment -Fred Brusso, Director of the <br />Department of Neighborhood Advancement <br />14 - 110 -Motion by Mr. Moody, and seconded by Mr. Meeks, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: <br />Briefing by staff and consultation with legal counsel concerning a legal matter <br />involving the acquisition of real property in the PortCentre section of the City, as <br />permitted under Subsection A.3 and A.7; and <br />Discussion or consideration of the acquisition of real property for public <br />purposes in the Downtown area of the City and on Portsmouth Boulevard where <br />discussion in an open meeting would adversely affect the bargaining position of the <br />City, as permitted under Subsection A.7. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />On motion, meeting adjourned at 7:15 p.m. <br />
