March 11, 2014 <br />"RESOLUTION SUPPORTING THE DISSOLUTION OF THE SOUTH HAMPTON <br />ROADS RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL. <br />WHEREAS, the South Hampton Roads Resource Conservation and <br />Development Council is a non-profit organization whose purpose is to enhance <br />resource conservation and economic development in South Hampton Roads; and <br />WHEREAS, the City of Portsmouth agreed to participate in the Council through <br />the adoption of Resolution R-05-56 on October 11, 2005; and <br />WHEREAS, the South Hampton Roads Resource Conservation and <br />Development Council desires to dissolve itself as an organization due to a lack of <br />interest, the vacancy of the Manager of Projects position, and the absence of new <br />projects on the horizon; and <br />WHEREAS, in order for the South Hampton Roads Resource Conservation and <br />Development Council to officially dissolve itself, approval of the Council's legal sponsors <br />is required; and <br />WHEREAS, at the September 17, 2013 meeting of the South Hampton Roads <br />Resource Conservation and Development Council, the members voted to dissolve the <br />organization; and <br />WHEREAS, the Portsmouth City Council has been requested to support the <br />proposed dissolution by adoption of a resolution to that effect. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it supports and approves the dissolution of the South Hampton Roads <br />Resource Conservation and Development Council." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Mayor Wright spoke on the following events: <br />- Congratulated and thanked Wilson Ward Civic League for efforts in raising funds <br />for James Overton. <br />- Birthday Celebrations for Ida Vine's 100t" birthday and Beverly Clarke's 95t" <br />birthday. <br />- Mr. Moody asked citizens and City Council to keep Alethia Bryce in prayer and <br />wished her a speedy recovery. <br />14 - 103 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the February 25, 2014 City Council Meeting. <br />14 - 104 -Non-Agenda Speakers <br />1. Athena Jones, 600 Yorktown Avenue, spoke in opposition to the proposed <br />methadone clinic. <br />2. Frances Jones, 600 Yorktown Avenue, spoke in opposition to the proposed <br />methadone clinic. <br />3. Steve Carroll, 3112 Riveredge Drive, voiced his opposition to the tolls. <br />4. Elvira Johnson, 3313 Armstead Drive, thanked City Council and citizens for <br />attending Wilson Ward Civic League's fund raising event. <br />5. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of Medicaid Expansion. <br />
