February 11, 2014 At a Called Meeting of the City Council on Tuesday, February 11, 2014, there were present: Mayor Kenneth I. Wright, *Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 34 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 11, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 35 -The following items were discussed in Public Work Session: 1. Briefing on Implementation of Port Security Grant and Citizen Academy -Chief Hargis, Police Chief 2. Portsmouth Neighborhood Academy and Coffee Talk -Bernadette Hogge, Ombudsman 3. General Assembly Update -John Rowe, City Manager 4. State of the City Address Discussion 5. City Council Liaison Reports - - Councilman Moody - • Sports Hall of Fame Update - City Manager Rowe -Portsmouth Port and Industrial Commission (PPIC) schedule change. 14 - 36 -Motion by Mr. Cherry, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following purposes: - Briefing by staff concerning matters of actual litigation, as permitted under Subsection A.7; and - Consideration of appointments to City boards and commissions, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
