February 10, 2014 At a Called Meeting of the City Council on Monday, February 10, 2014, there were present: *Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, *Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 14 - 28 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6:00 p.m., Monday, February 10, 2014 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 14 - 29 -The following item was discussed in Public Work Session: 1. Budget Development Presentation -Carol Swindell, Chief Financial Officer 2. General Assembly Update -Sherri Neil, Director of Intergovernmental Affairs 3. Recent Snow Event Response -Nita Mensia-Joseph, Deputy City Manager 4. Welcome Aboard -Patrick Small, Director of Economic Development 5. State of the City Address Discussion - LaVoris Pace, Director of Marketing and Communications 14 - 30 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: Discussion concerning the performance of a Council appointee to a city Commission, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Moody, Randall, Cherry Nays: None Motion by Mr. Edmonds, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Edmonds, Meeks, Moody, Randall, Cherry Nays: None On motion, meeting adjourned at 7:10 p.m.
