<br />At a Called Meeting of the City Council on Monday, January 27, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />14 - 22 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, January 27, 2014 for the purpose of
<br />a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />14 - 23 -The following item was discussed in Public Work Session:
<br />1. Weather Update/Closure -Chief Beck Barfield, Fire Department
<br />• Motion by Ms. Psimas, and seconded by Mr. Moody, to cancel the City
<br />Council Meeting on January 28, 2014 due to impending weather and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />2. VRS Hybrid Plan Update -Rose McKinney, Assistant Director of Human
<br />Resources
<br />3. HRSD Consent Order -Erin Trimyer, Assistant Director of Public Utilities
<br />4. Second Quarter Financial Report -Carol Swindell, Chief Financial Officer
<br />5. Keep Portsmouth Beautiful -Donna Corbus, Recycling Coordinator and Dennis
<br />Bagley, Director of General Services
<br />6. Charlestown Update -John Rowe, City Manager
<br />7. State of the City Address - LaVoris Pace, Director of Marketing and
<br />Communications
<br />8. General Assembly Update -Sherri Neil, Director of Intergovernmental Affairs and
<br />Robert Baldwin, Director of Planning
<br />14 - 24 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 for the following purpose:
<br />Briefing by staff and consultation with legal counsel concerning actual litigation
<br />and legal matter involving a grant and a contract, as permitted under Subsection A.7.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays:
<br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, pursuant to Virginia
<br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members'
<br />knowledge:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
