January 14, 2014 Financial Impact • The appropriation of $99,960 and $72,340 will increase the funding in the Fiscal Year 2013 -2014 Portsmouth Public Schools Operating Budget. Recommended Action: • Adoption of the ordinance. Vision Principles: Quality of Life and Lifelong Learning Community. Next Steps Following Council Action: • Finance will complete the necessary budget adjustments. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE THE SUM OF $172,300 IN THE OTHER FUNDS- GRANTS FUND PORTION OF THE FY 2013-14 EDUCATION FUND." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None - New Business - 14 - 15 -Boards and Commissions Mr. Moody offered the following nominations: Southeastern Public Service Authority Cheran Cordell to be reappointed to fill a four year term ending December 31, 2017. Motion by Mr. Moody, and seconded by Mr. Cherry, to close nominations, and the above nominations were adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 16 -Items Submitted by Council Members - Mayor Wright informed citizens of the following event: - 72nd Inauguration of the Governor of Virginia. 14 - 17 -Report on Pending Items There were no pending items. 14 - 18 -Non-Agenda Speakers 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of the resign to run provision in the City Charter. 2. Barry Shepard, 2000 Atlanta Avenue, asked that a section of the City Code be changed to allow cab companies to charge for tolls. 3. Donna Sayegh, 3104 Garland Drive, spoke on Principle of Liberty #15. 4. Frances Jones, 600 Yorktown Avenue, spoke in opposition to the proposed methadone clinic. 5. Athena Jones, 600 Yorktown Avenue, spoke in opposition to the proposed methadone clinic. On motion, meeting adjourned at 7:40 p.m.
