December 10, 2013 <br />At a Called Meeting of the City Council on Tuesday, December 10, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, *Elizabeth M. Psimas, *Danny W. Meeks, City Manager John L. Rowe, Jr., <br />City Attorney George M. Willson. <br />13 - 496 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 10, 2013 for <br />the purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 497 -The following items were discussed in Public Work Session: <br />1. CAFR Briefing -Carol Swindell, Chief Financial Officer <br />2. Easy Pass Transponders Distribution -Nita Mensia-Joseph, Deputy City Manager <br />- There was a consensus of City Council that the City Treasurer's Office would sell <br />Easy Pass transponders. <br />3. City Council Liaison Reports - <br />- Mayor Wright - <br />• Spoke on his upcoming participation in the Mayor's Institute on City design. <br />- Councilwoman Marlene W. Randall - <br />• Stressed the importance of being active in the Virginia Municipal League <br />(VML) and the National League of Cities (NLC). <br />4. Clerk's Statement to speakers - <br />- There was a consensus of City Council to adjust the Statement for speakers. <br />13 - 498 -Motion by Ms. Psimas, and seconded by Mr. Meeks, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purposes: <br />- Consultation with legal counsel and briefing by staff pertaining to probable <br />litigation, where such consultation in open meeting would adversely affect the <br />litigating posture of the City, as permitted under Subsection A.7; and <br />- Consideration of appointments to City boards and commissions as permitted <br />under Subsection A.1. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />The motion was adopted by the following vote: <br />
