December 10, 2013 At a Called Meeting of the City Council on Tuesday, December 10, 2013, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, *Elizabeth M. Psimas, *Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 496 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 10, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 497 -The following items were discussed in Public Work Session: 1. CAFR Briefing -Carol Swindell, Chief Financial Officer 2. Easy Pass Transponders Distribution -Nita Mensia-Joseph, Deputy City Manager - There was a consensus of City Council that the City Treasurer's Office would sell Easy Pass transponders. 3. City Council Liaison Reports - - Mayor Wright - • Spoke on his upcoming participation in the Mayor's Institute on City design. - Councilwoman Marlene W. Randall - • Stressed the importance of being active in the Virginia Municipal League (VML) and the National League of Cities (NLC). 4. Clerk's Statement to speakers - - There was a consensus of City Council to adjust the Statement for speakers. 13 - 498 -Motion by Ms. Psimas, and seconded by Mr. Meeks, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following purposes: - Consultation with legal counsel and briefing by staff pertaining to probable litigation, where such consultation in open meeting would adversely affect the litigating posture of the City, as permitted under Subsection A.7; and - Consideration of appointments to City boards and commissions as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
