<br />At a Called Meeting of the City Council on Tuesday, November 26, 2013, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />13 - 477 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 26, 2013 for
<br />the purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />13 - 478 -The following items were discussed in Public Work Session:
<br />1. Finance: Other Post-Employment Benefits (OPEB)/Health Insurance Briefing -Carol
<br />Swindell, Chief Financial Officer
<br />2. 2014 General Assembly Session -John Rowe, City Manager
<br />a) Amendment to Public Private Transportation Act (PPTA)
<br />- There was a consensus of City Council to move forward with this item.
<br />b) Casino Legislation
<br />- City Council asked that Staff prepare a resolution for review and also asked
<br />that a public hearing take place for citizen input on December 17.
<br />13 - 479 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the
<br />following purposes:
<br />- Candidates for appointment to City boards and commissions, as permitted under
<br />Subsection A.1.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />On motion, meeting adjourned.
