544 October 28, 2013 At a Special Called Meeting of the City Council on Monday, October 28, 2013, there were present: *Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, *Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 449 -The following call for the meeting was read: "Please attend a Special Called Meeting of the City Council to be held in the Ern Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, October 28, 2013 for the purpose of a Closed Meeting. By order of the Mayor." • Mayor Wright requested the session to remain open but did not receive consensus. 13 - 451 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: Consideration of the performance of City Council members, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall Nays: Wright Motion by Mr. Moody, and seconded by Ms. Psimas, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council.
