October 8, 2013 At a Called Meeting of the City Council on Tuesday, October 8, 2013, there were present: Mayor Kenneth I. Wright, *Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 418 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 8, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 419 -The following items were discussed in Public Work Session: 1. Briefing on Yorktown Neighborhood -Chief Hargis, Police Chief /Fred Brusso, Department of Neighborhood Advancement Director 2. Briefing on resolution pertaining to the tunnel closure -John Rowe, City Manager 3. City Council Liaison Reports - Mayor Wright - - Update on meeting with the Governor. 13 - 420 -Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following purposes: - Discussion of plans related to security of the City Compound, as permitted under Subsection A.19; - Consultation with legal counsel and briefing by staff concerning a contract, where open meeting consultation or briefing would adversely affect the City's negotiating posture, as permitted under Subsection A.7; - Consultation with legal counsel pertaining to three matters of actual litigation, as permitted under Subsection A.7; and - Consideration of appointments to boards and commissions, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None Motion by Mr. Edmonds, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting just concluded.
