October 8, 2013 <br />At a Called Meeting of the City Council on Tuesday, October 8, 2013, there were <br />present: <br />Mayor Kenneth I. Wright, *Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />13 - 418 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 8, 2013 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 419 -The following items were discussed in Public Work Session: <br />1. Briefing on Yorktown Neighborhood -Chief Hargis, Police Chief /Fred Brusso, <br />Department of Neighborhood Advancement Director <br />2. Briefing on resolution pertaining to the tunnel closure -John Rowe, City Manager <br />3. City Council Liaison Reports <br />- Mayor Wright - <br />- Update on meeting with the Governor. <br />13 - 420 -Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purposes: <br />- Discussion of plans related to security of the City Compound, as permitted under <br />Subsection A.19; <br />- Consultation with legal counsel and briefing by staff concerning a contract, where <br />open meeting consultation or briefing would adversely affect the City's <br />negotiating posture, as permitted under Subsection A.7; <br />- Consultation with legal counsel pertaining to three matters of actual litigation, as <br />permitted under Subsection A.7; and <br />- Consideration of appointments to boards and commissions, as permitted under <br />Subsection A.1. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting just concluded. <br />
