September 10, 2013 <br />At a Called Meeting of the City Council on Tuesday, September 10, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, ~IVilliam E. Moody, Jr., *Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />13 - 372 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 10, 2013 for <br />the purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 373 -The following items were discussed in Public Work Session: <br />1. Draft Legislative Package -Sherri Neil, Manager of Intergovernmental Affairs <br />- John Rowe, City Manager - <br />• Will provide a report on the history of the Hampton Roads Legislative <br />Coalition at the September 24, 2013 meeting and possible reestablishment of <br />the organization. Also suggested that Portsmouth host the first meeting. <br />- Councilman Moody - <br />• Asked that delegates from the region be invited to collaborate on a region <br />legislative package. <br />2. Capital Improvement Program (CIP) Funds for Schools and Procurement -John <br />Rowe, City Manager <br />13 - 374 -Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purposes: <br />- Briefing by staff members and consultation with legal counsel pertaining to <br />probable litigation involving a contract, as permitted under Subsection A.7; <br />- Discussion concerning a prospective business in the Downtown area of the City <br />where no previous announcement has been made of the business' interest in <br />locating in the city, as permitted under Subsection A.6; and <br />- Discussion concerning the expansion of an existing business or industry in <br />Burton's Point where no previous announcement has been made of the business' <br />or industry's interest in expansion, as permitted under Subsection A.6. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />The motion was adopted by the following vote: <br />
