<br />At a Called Meeting of the City Council on Monday, September 9, 2013, there
<br />were present:
<br />Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M.
<br />Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr.,
<br />!j City Attorney George M. Willson.
<br />13 - 366 -The following call for the meeting was read:
<br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, September 9, 2013 for the
<br />purpose of a Public Work Session.
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />By order of the Mayor."
<br />13 - 367 -The following items were discussed in Public Work Session:
<br />1. BHS Building Project Briefing -John Rowe, City Manager, Gracie Taylor, Director
<br />of Behavioral Healthcare Services, Douglas Smith, Building Official, Fred Brusso,
<br />Director of Neighborhood Advancement and Brannon Godfrey, Deputy City
<br />Manager
<br />2. Transfer of Property to Portsmouth Ports and Industrial Commission (PPIC) -
<br />George Wilson, City Attorney
<br />13 - 368 -Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 for the following purpose:.
<br />• Briefing by staff members and consultation with legal counsel pertaining to
<br />probable litigation involving a contract, as permitted under Subsection A.7.
<br />The motion was adopted by the following vote:
<br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry
<br />Nays: None
<br />Motion by Mr. Edmonds, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the closed meeting just concluded by the City Council.
<br />The motion was adopted by the following vote:
<br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry
<br />Nays: None
<br />On motion, meeting adjourned at 7:38 p.m.
