August 27, 2013 <br />(a) The proposed modifications to the site be in substantial conformity with the <br />Preliminary Site Plan prepared by Blakeway Corporation and dated March 27, 2013, <br />except where modifications may be required to comply with the City's Ordinance <br />requirements. <br />(b) Perimeter landscaping shall be installed between the parking areas and the <br />public rights-of-way along Victory Boulevard and George Washington Highway in <br />accordance with Section 40.1-5.2(D)(3) of the Zoning Ordinance, as approved by the <br />Director of Planning. Credit shall be given for existing landscaping in these locations. <br />4. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />13 - 352 -Adoption of an ordinance accepting a Four for Life Grant in the amount <br />of $72,951.84 from the Virginia Office of Emergency Medical Services and <br />appropriating said sum in the FY 2013-14 Grants Fund for use by the Department <br />of Fire, Rescue and Emergency Services for emergency services. Vision <br />Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Four for Life program, as amended in 2000, stipulates that four additional <br />dollars be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br />• The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used only for emergency medical services. <br />Discussion: <br />• This grant allows for the purchase of necessary equipment and supplies in <br />support of the Portsmouth Fire, Rescue, and Emergency Services (PFRES) medical <br />service delivery. <br />• This funding source also allows for the training of PFRES personnel. <br />Financial impact: <br />• These grant funds require no cash match. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Purchase EMS equipment, supplies, and training in support of PFRES <br />operations. <br />Motion by Mr. Meeks, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A FOUR FOR LIFE GRANT IN THE AMOUNT OF <br />$72,951.84 FROM THE VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES <br />AND APPROPRIATING SAID SUM IN THE FY 2013-14 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES FOR <br />EMERGENCY SERVICES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />
