August 13, 2013 <br />At a Regular Meeting of the City Council on Tuesday, August 13, 2013, there <br />were present: <br />Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. <br />Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., <br />City Attorney George M. Willson. <br />Reverend Gregory Yancey, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Vice Mayor Cherry called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of July 22, 2013, of a Called Meeting of July 23, 2013, and of a <br />Regular Meeting of July 23, 2013, and was adopted by the following vote: <br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry <br />Nays: None <br />- Public Hearing - <br />13 - 331 -Public hearing on use permit applications: <br />(a) UP-13-08 DOWNTOWN -Dan Aston, contract purchaser of properties owned <br />by the Portsmouth Redevelopment and Housing Authority and the <br />Fraternal Order of Police, requests a use permit to construct a <br />mixed use building containing 63 residential units and <br />approximately 5,200 square feet of floor area for offices. The <br />property is located at the southwest corner of the intersection of <br />Court Street and County Street and numbered 714 Court Street <br />and 417 County Street. The Comprehensive Plan's Generalized <br />Future Land Use Map recommends downtown mixed use <br />development. Vision Principle: A Robust Economy for Working <br />Men and Women. <br />There were no speakers. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-13-08 be approved, and was <br />adopted by the following vote: <br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry <br />Nays: None <br />(b) UP-13-09 WILLIAMS COURT ACTIVITY CENTER - Gary Franks with <br />Blakeway Corporation, on behalf of the McDonald's Corporation, <br />requests a use permit to modify an existing drive through window to <br />add an additional order board lane at 2000 Victory Boulevard. he <br />property is zoned General Mixed Use, GMU.The Comprehensive <br />Plan's Generalized Future Land Use Map designates this property <br />as part of a mixed use corridor and is located in the Williams Court <br />Activity Center. Vision Principle: A Robust Economy for Working <br />Men and Women.. <br />There were no speakers. <br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-13-09 be approved with <br />conditions, and was adopted by the following vote: <br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry <br />Nays: None <br />
