August 13, 2013 At a Called Meeting of the City Council on Tuesday, August 13, 2013, there were present: Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 327 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 13, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 328 -The following items were discussed in Public Work Session: 1. Elliott Avenue Athletic Field Briefing -Brannon Godfrey, Deputy City Manager 2. Coast Guard City Day Briefing -Sherri Neil, Manager of Intergovernmental Affairs 3. Tunnel Closure Impact Status • Children's Museum -Nancy Perry, Director of Museums. • "All Roads Lead to Portsmouth" campaign - LaVoris Pace, Marketing and Communications Director - Mr. Moody asked about better signage from the Jordan Bridge leading to downtown Portsmouth. He also asked that Staff contact the Virginia General Assembly with a request for aide to offset lost revenue by businesses due to the weekend tunnel closures. • Mr. Rowe, City Manager, informed City Council that a report would be provided on the impact the tunnel closures have had on the Children's Museum and businesses downtown. 4. Retired Police and Fire Pension Plan Update -John Rowe, City Manager 13 - 329 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following purposes: - Consideration of appointments to City boards, commission, and committees, as permitted under Subsection A.1; and - Discussion concerning prospective businesses and the expansion of an existing business or industry where no previous announcement has been made of the businesses' or industry's interest in locating or expanding their facilities in the City, as permitted under Subsection A.5. The motion was adopted by the following vote: Ayes: Edmonds, Moody, Psimas, Randall, Cherry Nays: None Motion by Ms. Randall, and seconded by Mr. Edmonds, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
