August 13, 2013 <br />At a Called Meeting of the City Council on Tuesday, August 13, 2013, there were <br />present: <br />Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Marlene W. Randall, Elizabeth M. <br />Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City Manager John L. Rowe, <br />Jr., City Attorney George M. Willson. <br />13 - 327 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 13, 2013 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 328 -The following items were discussed in Public Work Session: <br />1. Elliott Avenue Athletic Field Briefing -Brannon Godfrey, Deputy City Manager <br />2. Coast Guard City Day Briefing -Sherri Neil, Manager of Intergovernmental Affairs <br />3. Tunnel Closure Impact Status <br />• Children's Museum -Nancy Perry, Director of Museums. <br />• "All Roads Lead to Portsmouth" campaign - LaVoris Pace, Marketing and <br />Communications Director <br />- Mr. Moody asked about better signage from the Jordan Bridge leading to <br />downtown Portsmouth. He also asked that Staff contact the Virginia General <br />Assembly with a request for aide to offset lost revenue by businesses due to <br />the weekend tunnel closures. <br />• Mr. Rowe, City Manager, informed City Council that a report would be <br />provided on the impact the tunnel closures have had on the Children's <br />Museum and businesses downtown. <br />4. Retired Police and Fire Pension Plan Update -John Rowe, City Manager <br />13 - 329 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purposes: <br />- Consideration of appointments to City boards, commission, and committees, as <br />permitted under Subsection A.1; and <br />- Discussion concerning prospective businesses and the expansion of an existing <br />business or industry where no previous announcement has been made of the <br />businesses' or industry's interest in locating or expanding their facilities in the <br />City, as permitted under Subsection A.5. <br />The motion was adopted by the following vote: <br />Ayes: Edmonds, Moody, Psimas, Randall, Cherry <br />Nays: None <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
