June 25, 2013 "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $182,500 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2013-14 GRANTS FUND FOR USE BY THE CIRCUIT COURT FOR THE CITY OF PORTSMOUTH ADULT DRUG TREATMENT COURT." Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None 13 - 268 -Adoption of an ordinance accepting a grant in the amount of $515,534.45 from the Virginia Department of Health and appropriating said amount in the FY 2013-14 Grants Fund for the USDA Summer Food Service Program Grant. Vision Principle: Neighborhoods and a Sense of Community. Background: • On June 3, 2013, the Virginia Department of Health (VDH) approved the City's grant application for the Summer Food Program. Funding for the Program originates with the United States Department of Agriculture (USDA) and is administered statewide by VDH. For more than 28 years, the City has administered this program locally through its Department of Parks, Recreation & Leisure Services. • Each year the program has grown to include more feeding sites at churches, civic organizations, schools and recreation facilities. • The program provides meals during the summer months when children are out of school and the free- and reduced- school lunch program is not available. Discussion: • The USDA Summer Food Service Program for 2013 will include 32 sites consisting of Summer School locations, faith-based childcare programs, community organizations and City of Portsmouth Recreation facilities. • The program will serve an estimated 99,318 breakfasts (4,287 daily), 88,813 lunches (6,585 daily), and 5,720 suppers (335 daily). Financial Impact: • There is no City cash match required. The grant reimburses the City for 100% of program costs based on the number of meals served. Staff Recommends: • Adoption of the ordinance. Next Steps Following Council Action: • The full implementation of the USDA Summer Food Service Program throughout the summer of 2013. • Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $515,534.45 FROM THE VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND FOR THE 2012 USDA SUMMER FOOD PROGRAM." Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None 13 - 269 -Adoption of an ordinance to appropriate $3,000,000 in the FY 2012-13 Health Insurance Fund expenditures and transfer from the Health Insurance Fund Balance.
