June 25, 2013 <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $182,500 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2013-14 GRANTS <br />FUND FOR USE BY THE CIRCUIT COURT FOR THE CITY OF PORTSMOUTH <br />ADULT DRUG TREATMENT COURT." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />13 - 268 -Adoption of an ordinance accepting a grant in the amount of <br />$515,534.45 from the Virginia Department of Health and appropriating said <br />amount in the FY 2013-14 Grants Fund for the USDA Summer Food Service <br />Program Grant. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• On June 3, 2013, the Virginia Department of Health (VDH) approved the City's <br />grant application for the Summer Food Program. Funding for the Program originates <br />with the United States Department of Agriculture (USDA) and is administered statewide <br />by VDH. For more than 28 years, the City has administered this program locally <br />through its Department of Parks, Recreation & Leisure Services. <br />• Each year the program has grown to include more feeding sites at churches, <br />civic organizations, schools and recreation facilities. <br />• The program provides meals during the summer months when children are out of <br />school and the free- and reduced- school lunch program is not available. <br />Discussion: <br />• The USDA Summer Food Service Program for 2013 will include 32 sites <br />consisting of Summer School locations, faith-based childcare programs, community <br />organizations and City of Portsmouth Recreation facilities. <br />• The program will serve an estimated 99,318 breakfasts (4,287 daily), 88,813 <br />lunches (6,585 daily), and 5,720 suppers (335 daily). <br />Financial Impact: <br />• There is no City cash match required. The grant reimburses the City for 100% of <br />program costs based on the number of meals served. <br />Staff Recommends: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The full implementation of the USDA Summer Food Service Program <br />throughout the summer of 2013. <br />• Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $515,534.45 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE <br />FY 2013-14 GRANTS FUND FOR THE 2012 USDA SUMMER FOOD PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />13 - 269 -Adoption of an ordinance to appropriate $3,000,000 in the FY 2012-13 <br />Health Insurance Fund expenditures and transfer from the Health Insurance <br />Fund Balance.
