June 11, 2013 <br />-City Manager's Report - <br />13 - 246 -Adoption of an ordinance to amend Chapter 6 of the City Code to <br />authorize the City Manager or his designee to establish rules and regulations for <br />the operation of city-owned or city-operated piers, wharves, docks, and landings. <br />Vision Principles: Quality of Life and Efficient, Responsive Government. <br />Background: <br />• The City has two landings that are available for public and commercial use: High <br />Street and North Landing. <br />• Currently, the City does not have any policy in place that regulates transient <br />boaters visiting its two landings. <br />Discussion: <br />• Portsmouth has a beautiful and vibrant waterfront, and its two landings add to the <br />attraction of downtown and its vibrancy. In an effort to maintain and regulate such <br />facilities in a manner that will permit the greatest public use and avoid continuous <br />occupancy, congestion or blocking thereof, staff recommends that City Council add new <br />language to the City Code that gives the City Manager or his designee the authority to <br />set regulations for boaters visiting the City-Owned piers, wharves, docks, and landings. <br />Financial Impact: <br />• There is no financial impact. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Quality of Life and Efficient, <br />Responsive Government. <br />Next Steps Following Council Action: <br />• The City Code will be updated to reflect the language change. <br />1. Box 50141, spoke in opposition to this item. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND CHAPTER 6 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 6-7 <br />PERTAINING TO THE REGULATION OF CITY-OWNED OR CITY-OPERATED <br />PIERS, WHARVES, DOCKS AND LANDINGS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 247- Adoption of a resolution authorizing the transfer of $753,288 within the <br />FY 2012-13 General Fund Operating Budget to address additional expenditures <br />for Hampton Roads Transit, utility charges, and the City Manager's Office. Vision <br />Principle: Efficient, Responsive Government. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to defer Item 13-247 to the <br />June 25, 2013 City Council Meeting, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 248 -Adoption of a resolution authorizing an application for the designation <br />by the Commonwealth of Virginia, of a second Virginia Enterprise Zone to be <br />located in the City of Portsmouth, pursuant to the Virginia Enterprise Zone Grant <br />Act. Vision Principle: A Robust Economy for Working Men and Women. <br />
