June 11, 2013 <br />At a Regular Meeting of the City Council on Tuesday, June 11, 2013, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to approve the minutes <br />of a Called Meeting of May 28, 2013, and of a Regular Meeting of May 28, 2013, and <br />was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13-243 -Presentation: <br />• Presentation of special lapel pins to newly appointed board and commission <br />members. <br />- Public Hearing - <br />13-244 Public hearing on a proposed Virginia Enterprise Zone Designation <br />Application to the Virginia Department of Housing and Community <br />Development. <br />There were no speakers. <br />13 - 245 -Public hearing on use permit applications: <br />(a) UP-13-04 LONG POINT SUBDIVISION - Cherita Copeland Jenkins <br />requests a use permit for a family child day care home at 5 <br />Admiral Court for 12 children aged 6 weeks old to 12 years of <br />age. The Comprehensive Plan's Generalized Future Land Use <br />Map recommends low to medium density single-family <br />residential development. Vision Principle: Lifelong Learning <br />Community and Neighborhoods and a Sense of Community. <br />1. Cherita Jenkins, 5 Admiral Court, spoke in support of this item. <br />2. Devonette Thomas, 6 Watervew Court, spoke in support of this item. <br />Motion by Mr. Cherry, and seconded by Mr. Moody, that UP-13-04 be approved <br />on first reading, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />(b) UP-13-05 PARKVIEW - Verizon Wireless requests a use permit to co-locate a <br />telecommunication antenna and supporting ground equipment on <br />an existing 287 foot tall tower located at 1318 Spratley Street. The <br />Comprehensive Plan's Generalized Future Land Use Map <br />recommends commercial development. Vision Principle: A Robust <br />Economy for Working Men and Women.. <br />1.
