June 11, 2013 At a Called Meeting of the City Council on Tuesday, June 11, 2013, there were present: *Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 240 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 11, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 241 -The following items were discussed in Public Work Session: 1. Enterprise Zone -Patrick Small, Economic Development Director /Mallory Kahler, Development Manager 2. Food Truck -John Rowe, City Manager 3. Budget Transfer Item -John Rowe, City Manager 5. City Council Liaison Reports - - Mayor Wright - • Additional information on Hampton Roads Transit Rider Program 13 - 242 -Motion by Mr. Edmonds, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: - Consideration of the sale of publicly-held real property in Churchland and the acquisition of real property for a public purpose in Cradock, where open meeting discussion would adversely affect negotiating strategy, as permitted under Subsection A.3; - Consideration of candidates for appointment to City boards and commissions, as permitted under Subsection A.1; and - Discussion of a personnel matter involving members of City Council, as permitted under Subsection A.1. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None Motion by Ms. Randall, and seconded by Mr. Edmonds, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened. The motion was adopted by the following vote:
