Mark Geduldig-Yatrofsky, P.O. Box 50141, voiced his concern about the need to <br />provide recreational facilities and activities for the youth of the city. <br />- City Manager's Report - <br />13-188- Adoption of an ordinance authorizing the issuance and sale of City of <br />Portsmouth, Virginia General Obligation Refunding bonds in an aggregate <br />amount not to exceed $52,000,000. Vision Principle: Efficient, Responsive <br />Government. <br />Background: <br />• On August 25, 2009, City Council authorized a revised Sale and Development <br />Agreement for a new Portsmouth Courthouse. <br />• This agreement included a multi-year schedule of City payments to the <br />developer, including the issuance of approximately $50 million in Bond Anticipation <br />Notes. <br />The Bond Anticipation Notes were issued in March, 2010 and June 2011. <br />• These Notes have final maturities in fiscal year 2015 and are able to be called <br />early (i.e. prepaid and permanently termed out) beginning in July, 2013. <br />
