April 23, 2013 At a Regular Meeting of the City Council on Tuesday, April 23, 2013, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr. ,Danny W. Meeks, City Manager John L. Rowe, City Attorney George M. Willson. Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Wright called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of a Called Meeting of April 8, 2013, of a Called Meeting of April 9, 2013, of a Regular Meeting of April 9, 2013, and of a Called Meeting of April 16, 2013, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 183 -Presentation: • Proclamation presented for "National Volunteer Week". - Public Hearing - 13-184 Public hearing to solicit citizen comments on the FY 2014 Annual Action Plan. 1. Stephen Johnson, 6300 East Virginia Beach Boulevard, thanked Council for continued support and funding for the Endependence Center. • City Attorney, George Willson read the following statement: Tonight's City Council meeting includes a public hearing and a vote on the proposed issuance by the City of $175,000,000 in pension obligation bonds. As each City Council member may have a personal interest in the issuance of the bonds, the Virginia Conflict of Interests Act requires that each member make certain declarations prior to participating in any discussion or vote. In the interest of time, rather than have each member read an individual declaration, I'm going to read the declaration and then ask each council person to indicate whether he/she agrees with the declaration. The declaration is as follows: "In order to participate in the public hearing, discussion, and vote on Items 13- 185 and 13-187, I have been advised by the City Attorney that, under the Virginia Conflict of Interests Act, I must first make the following declaration: (1) The matter under consideration includes the proposed issuance of pension obligation bonds to fund (a) the current obligations of the Portsmouth Supplemental Retirement System (PSRS) and (b) an increase in pension benefits for all PSRS members should Council vote in the future to reduce or eliminate the Social Security offset for PSRS retirees. (2) I am a member of the Portsmouth Supplemental Retirement System. (3) The Portsmouth Supplemental Retirement System is composed of approximately 450 current and past City employees and officers.
