April 23, 2013 <br />At a Regular Meeting of the City Council on Tuesday, April 23, 2013, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr. ,Danny W. Meeks, City <br />Manager John L. Rowe, City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of April 8, 2013, of a Called Meeting of April 9, 2013, of a Regular <br />Meeting of April 9, 2013, and of a Called Meeting of April 16, 2013, and was adopted by <br />the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 183 -Presentation: <br />• Proclamation presented for "National Volunteer Week". <br />- Public Hearing - <br />13-184 Public hearing to solicit citizen comments on the FY 2014 Annual Action <br />Plan. <br />1. Stephen Johnson, 6300 East Virginia Beach Boulevard, thanked Council for <br />continued support and funding for the Endependence Center. <br />• City Attorney, George Willson read the following statement: <br />Tonight's City Council meeting includes a public hearing and a vote on the proposed <br />issuance by the City of $175,000,000 in pension obligation bonds. As each City <br />Council member may have a personal interest in the issuance of the bonds, the Virginia <br />Conflict of Interests Act requires that each member make certain declarations prior to <br />participating in any discussion or vote. <br />In the interest of time, rather than have each member read an individual <br />declaration, I'm going to read the declaration and then ask each council person to <br />indicate whether he/she agrees with the declaration. The declaration is as follows: <br />"In order to participate in the public hearing, discussion, and vote on Items 13- <br />185 and 13-187, I have been advised by the City Attorney that, under the Virginia <br />Conflict of Interests Act, I must first make the following declaration: <br />(1) The matter under consideration includes the proposed issuance of <br />pension obligation bonds to fund (a) the current obligations of the Portsmouth <br />Supplemental Retirement System (PSRS) and (b) an increase in pension benefits for all <br />PSRS members should Council vote in the future to reduce or eliminate the Social <br />Security offset for PSRS retirees. <br />(2) I am a member of the Portsmouth Supplemental Retirement System. <br />(3) The Portsmouth Supplemental Retirement System is composed of <br />approximately 450 current and past City employees and officers. <br />
