April 22, 2013 <br />At a Called Meeting of the City Council on Monday, April 22, 2013, there were <br />present: <br />*Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., *Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />13 - 178 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 22, 2013 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 179 -The following items were discussed in Public Work Session: <br />City Attorney George Willson read the following statement: <br />As each City Council member may have a personal interest in the issuance of <br />the bonds, the Virginia Conflict of Interests Act requires that each member make certain <br />declarations prior to participating in any discussion or vote. <br />In the interest of time, rather than have each member read an individual <br />declaration, I'm going to read the declaration and then ask each council person to <br />indicate whether he/she agrees with the declaration. The declaration is as follows: <br />"In order to participate in the public hearing, discussion, and vote on Items 13- <br />185 and 13-187, I have been advised by the City Attorney that, under the Virginia <br />Conflict of Interests Act, I must first make the following declaration: <br />(1) The matter under consideration includes the proposed issuance of <br />pension obligation bonds to fund (a) the current obligations of the Portsmouth <br />Supplemental Retirement System (PSRS) and (b) an increase in pension benefits for all <br />PSRS members should Council vote in the future to reduce or eliminate the Social <br />Security offset for PSRS retirees. <br />(2) I am a member of the Portsmouth Supplemental Retirement System. <br />(3) The Portsmouth Supplemental Retirement System is composed of <br />approximately 450 current and past City employees and officers. <br />(4) I am able to participate in the public hearing, discussion, and vote on this <br />matter fairly, objectively, and in the public interest." <br />At this time, I ask that the Clerk take a roll call vote of each Council member as to <br />his or her agreement with the declaration. A "Yes" vote signifies agreement. <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />1.
