April 9, 2013 <br />13 - 164 -Adoption of an ordinance accepting (a) a Shelter Plus Care Grant in the <br />amount of $480,816 from the U. S. Department of Housing and Urban <br />Development (HUD) and appropriating said amount in the FY 2012-13 Behavioral <br />Healthcare Services Fund and (b) a Supportive Housing Program Grant from HUD <br />in the amount of $69,013 and appropriating said funds in the FY 2013-14 <br />Behavioral Healthcare Services Fund. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Background: <br />• On March 13, 2013 Portsmouth Continuum of Care was notified that DBHS was <br />awarded $480,816 for renewal of the Shelter Plus Care Program, and for $69,013.00 for <br />Supportive Housing Program for a total of $549,829.00. <br />Discussion: <br />• As an integral component of the Portsmouth Continuum of Care Housing Plan <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over one hundred and thirty homeless citizens <br />since 1994. There are currently 50 adults and 17 children in the Shelter Plus Care <br />Program. <br />• The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, mental retardation, and substance abuse disabilities. <br />• This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br />Financial Impact: <br />• There is a cash match of $17,350.00 for the Supportive Housing Grant that will <br />be expended by DBHS' Mental Health Funds. <br />Recommended Action: <br />• Adoption of a resolution. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• If the requested appropriation is approved, the Director of DBHS will ensure <br />Shelter Plus Care and Supportive Housing Grant Programs will continue to provide <br />housing services to homeless consumers they serve. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING (a) A SHELTER PLUS CARE GRANT IN THE AMOUNT <br />OF $480,816 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT (HUD) AND APPROPRIATING SAID AMOUNT IN THE FY 2012-13 <br />BEHAVIORAL HEALTHCARE SERVICES FUND AND (b) A SUPPORTIVE <br />HOUSING PROGRAM GRANT FROM HUD IN THE AMOUNT OF $69,013 AND <br />APPROPRIATING SAID FUNDS IN THE FY 2013-14 BEHAVIORAL HEALTHCARE <br />SERVICES FUND." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 165 -Adoption of a resolution supporting the NorFolk and Portsmouth Belt <br />Line Rail Preservation application to the Virginia Department of Rail and Public <br />Transportation for the Portsmouth Rail Yard Project.
