April 9, 2013 <br />At a Regular Meeting of the City Council on Tuesday, April 9, 2013, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />Pastor Thornton Frye, opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of March 25, 2013, of a Called Meeting of March 26, 2013, of a <br />Regular Meeting of March 26, 2013, and of a Called Meeting of April 2, 2013, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />13-162 (a) Public hearing to consider the Annual Operating Budget for <br />FY2013-2014. <br />1. Pat Simons, 801 Mimosa Road, congratulated City Council for being engaged in the <br />budget process. <br />2. Elvira Johnson, 3313 Armistead Drive, asked that City Council provide funding for <br />recreation in the Wilson Ward neighborhood. <br />3. James Bridgeford, 2002 Sawgrass Lane, voiced his concern with the correct amount <br />that would be saved if the School Board was self insured. He also voiced his <br />concern with the lack of trust between the City Council and School Board. <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the proposed <br />elimination of the social security offset. <br />5. Sheriff Bill Watson, 701 Crawford Street, voiced gratitude with what the City Manager <br />is doing. <br />6. Robert Turner, 4313 Templar Drive, asked that City Council take action on <br />eliminating the social security offset and providing a cost of living raise for retirees. <br />(b) Public hearing to consider the Annual Operating Budget that <br />establishes or increases rates on Fire Protection and Prevention, Libraries <br />and Museums, Parks and Recreation, and Police fees and includes <br />proposed rate changes to take effect on July 1, 2013. <br />There were no speakers. <br />(c) Public hearing on recommended 2014-2018 Capital Improvement <br />Program. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke on the importance of maintaining <br />public infrastructure. <br />- City Manager's Report - <br />13 - 163 -Adoption of a resolution naming the Portsmouth Victim Witness Office <br />in memory of the late Elizabeth B. Fitzwater. Vision Principle: Neighborhoods <br />and a Sense of Community. <br />
