March 26, 2013 <br />"ORDINANCE TO APPROPRIATE $2,500,000 IN THE FY 2012-13 CAPITAL <br />IMPROVEMENT FUND TO PURCHASE HOUSEHOLD RECYCLING CARTS AND <br />COLLECTION VEHICLES TO SUPPORT A COMPREHENSIVE CITYWIDE <br />RECYCLING PROGRAM.." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 139 -Adoption of an ordinance to appropriate $575,910 in additional <br />revenue and $1,421,512 in additional expenditures in the FY 2012-13 General <br />Fund and to appropriate an additional $700,000 in the FY 2012-13 Health <br />Insurance Fund. Vision Principle: Efficient, Responsive Government. <br />Background: <br />• The City must amend the FY 13 Budget to cover the revenue and expenditure for <br />the State funding of the Sports Hall of Fame, revenue and related costs for Mutual Aid, <br />revenue and related costs for FEMA supported emergency response, projected costs <br />for debt service, under budgeted salaries for certain Constitutional Offices and under <br />budgeted Health Insurance Fund costs, and a timing difference for the City's payment to <br />the Help and Emergency Response (HER) Shelter. <br />Discussion: <br />• The City serves as a conduit for the State's $500,000 funding of the Sports Hall <br />of Fame. The proposed amendment will equally increase both revenues and <br />expenditures so there is no net impact to the City's budget. <br />• The Police Department provided Mutual Aid support for the Democratic National <br />Convention. We received a check for $33,463 and incurred staff travel costs of $516. <br />An appropriation is requested for both the additional revenue and expenditures. <br />• The City received $42,447 in reimbursement from FEMA for emergency <br />response costs related to Hurricane Sandy, which occurred in October, 2012. The Fire <br />Department incurred $24,617 in overtime costs that need to be appropriated. <br />• Debt service costs that were under budgeted in FY 13 require an additional <br />appropriation of $652,500. At the time the budget was adopted, City Administration <br />expected to restructure certain debt, but staff since determined that the restructuring <br />was not financially advantageous for the City. <br />• The FY 13 Budget included estimated vacancy savings for all Constitutional <br />Offices except for the Sheriff, and also for the Registrar. These offices are funded in <br />part by the State and they typically do not generate vacancy savings. In addition, the <br />Commonwealth Attorney's budget did not include $20,000 in City supplements. The <br />following appropriations are needed to correct these budgets: Commissioner of <br />Revenue - $34,573, Treasurer - $39,440, Commonwealth Attorney - $100,066, and <br />Registrar - $60,000. The vacancy savings for these offices is removed in the FY 2013- <br />14 Proposed Budget. <br />• The Budget for the City's support of the HER Shelter needs to be increased by <br />$9,800. The HER Shelter submitted its final FY2011-2012 request for payment in this <br />same amount after the City had closed its books for the fiscal year. As a result, the City <br />made this payment from FY2012-2013 dollars, resulting in a timing difference for the <br />current fiscal year. <br />• The FY 13 Health Insurance Fund budget was appropriated as part of the FY <br />2011-2013 Biennial Budget and was not adjusted to reflect projected costs for FY 2012- <br />13. These costs are estimated by Mercer, the City's health benefits consultant. The <br />Health Insurance Fund has sufficient fund balance to pay for the increased cost. The <br />FY2013-14 Proposed Budget will reflect Mercer's cost estimates for that fiscal year. <br />Financial Impact: <br />• The attached ordinance increases General Fund revenues by $575,910, Transfer <br />in from General Fund Balance by $845,602 General Fund Expenditures by $1,421,512, <br />Health Insurance Fund expenditures by $700,000 and Transfer in from Health <br />Insurance Fund Balance by $700,000. <br />Recommended Action: <br />• Adoption of the ordinance.
