March 25, 2013 At a Called Meeting of the City Council on Monday, March 25, 2013, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 129 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 25, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 130 -The following items were discussed in Public Work Session: 1. Victory Village -Robert "Bob" Williams, Tri-City Developers 2. City's Next Enterprise Zone -Mallory Kahler, Economic Development Enterprise Zone Manager 3. Streetscape Plan -Frederick Blvd -Fred Brusso, Interim Planning Director • There was a consensus of Council to move forward with Phase I of Streetscape Plan. 4. Downtown Utility Project -Sidewalks -Brian Foster, Interim Deputy City Manager 13 - 131 -Motion by Ms. Randall, and seconded by Mr. Moody, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 for the following purpose: The acquisition of real property for a public purpose in the Sugar Hill section of the City, as permitted under Subsection A.3. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None Motion by Ms. Randall, and seconded by Mr. Moody pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members' knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None On motion, meeting adjourned at 8:10 p.m.
