March 12, 2013 <br />- City Manager's Report - <br />13 - 112 -Adoption of an ordinance accepting a Virginia Littering and Recycling <br />grant in the amount of $19,025 from the Virginia Department of Environmental <br />Quality and appropriating said sum in the FY 2012-13 General Fund for ongoing <br />education and public outreach efforts. Vision Principles: Neighborhoods and a <br />Sense of Community and Quality of Life. <br />Background: <br />• The stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental <br />Quality. <br />• This grant is for ongoing education and public outreach efforts in the community <br />to help keep the City clean and to protect the environment. <br />• Education and public outreach is a significant component of our stormwater <br />management and waste management programs and is one of the required activities of <br />our VPDES Permit that regulates how the City of Portsmouth operates its stormwater <br />program. <br />Discussion: <br />• A portion of this grant will be used for volunteer supplies for the Pretty-up <br />Portsmouth/Great American Cleanup this spring. <br />• This will be one-day citywide cleanup effort to address main entryways into the <br />City and multiple areas in participating neighborhoods. <br />• The City of Portsmouth is partnering with the Rotary Club for this event. <br />• This is the second consecutive year that the City of Portsmouth has received <br />funds from this grant. <br />Financial Impact: <br />• There is no requirement for matching funds. There is no financial impact to the <br />City. <br />Recommended Action: <br />• Adoption of the ordinance. Christina Carlton, 85 Aylwin Road, asked that the Cradock neighborhood be <br />considered for curbside recycling services along with other neighborhoods not <br />already included in this program. <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A VIRGINIA LITTERING AND RECYCLING GRANT IN <br />THE AMOUNT OF $19,025 FROM THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID SUM IN THE FY 2012-13 <br />GRANTS FUND FOR ONGOING EDUCATION AND PUBLIC OUTREACH <br />EFFORTS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, that items 13-113 <br />through 13-117 be deferred to the meeting of June 11, 2013, and was adopted by the <br />following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 118 -Adoption of a resolution supporting the NorFolk and Portsmouth Belt <br />Line Rail Preservation application to the Virginia Department of Rail and Public <br />Transportation for the CSX Connection Track Project. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />
