February 26, 2013 <br />At a Called Meeting of the City Council on Tuesday, February 26, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas,. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />13 - 83 -The following call for the meeting was read: <br />"Please attend a Called Meeting of the City Council to be held in the 6t" Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 26, 2013 for the <br />purpose of a Public Work Session. <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />13 - 84 -The following items were discussed in Public Work Session: <br />1. 2014 Reassessment Report - Janey Culpepper, City Assessor <br />2. General Assembly Update -Sherri Neil, Senior Legislative and Management Analyst <br />3. Center for Community Development, Inc. (CCDI) -Fred Brusso, Interim Planning <br />Director <br />4. Pension Obligation Bonds -David Rose, Davenport and Company <br />5. Disparity Study -Mayor Kenneth Wright <br />6. City Council Liaison Reports - <br />- Councilwoman Psimas - <br />• Economic Development Authority Meeting update <br />13 - 85 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the <br />following purpose: <br />- Discussion of the disposition of publicly held real property in the Downtown and <br />Midtown sections of the City, where discussion in an open meeting would <br />adversely affect the bargaining position of the City and the Economic <br />Development Authority, as permitted under Subsection A.3; and <br />- Consultation with legal counsel and briefing by staff concerning a contractual <br />matter involving property in Victory Village, as permitted under Subsection A.7. <br />The motion was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
