February 26, 2013 At a Called Meeting of the City Council on Tuesday, February 26, 2013, there were present: Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene W. Randall, Elizabeth M. Psimas,. Curtis E. Edmonds, Sr., Danny W. Meeks, City Manager John L. Rowe, Jr., City Attorney George M. Willson. 13 - 83 -The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6t" Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 26, 2013 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 13 - 84 -The following items were discussed in Public Work Session: 1. 2014 Reassessment Report - Janey Culpepper, City Assessor 2. General Assembly Update -Sherri Neil, Senior Legislative and Management Analyst 3. Center for Community Development, Inc. (CCDI) -Fred Brusso, Interim Planning Director 4. Pension Obligation Bonds -David Rose, Davenport and Company 5. Disparity Study -Mayor Kenneth Wright 6. City Council Liaison Reports - - Councilwoman Psimas - • Economic Development Authority Meeting update 13 - 85 -Motion by Mr. Moody, and seconded by Mr. Edmonds, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, for the following purpose: - Discussion of the disposition of publicly held real property in the Downtown and Midtown sections of the City, where discussion in an open meeting would adversely affect the bargaining position of the City and the Economic Development Authority, as permitted under Subsection A.3; and - Consultation with legal counsel and briefing by staff concerning a contractual matter involving property in Victory Village, as permitted under Subsection A.7. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
